Kuna siku nilichambua kanuni humu baada ya Mhe. Speaker kukasirika na kuamuru hakuna cha muongozo wa spika wa cha nini, bunge linaendelea!. Nakauli mamlaka hayo ya kuzuia muongozo wa spika, huyu mama anayapata wapi?,

Sikujibiwa!.

Juzi mbunge ametoa hoja binafsi, kwa kanuni za bunge, serikari inatakiwa kujibu hoja, waziri anasimama anatoa hoja ya kuiwithraw hoja ya mbunge!, spika anaridhia!. Kwa mujibu wa kanuni, hoja ikishakubaliwa, mwenye mamlaka ya kuiondoa kabla haijajadiliwa ni mbunge mtoa hoja only!, no one else!.

Tangu mama Makinda anachaguliwa, nilikuwepo Dodoma!, nilipost hii kitu, Bunge la 10: A Wrong 1st Step!, A Wrong 1st Start! . Press Conference yake ya kwanza nilihudhuria, na nilimuuliza kuhusu kupigiwa upatu wa nafasi hiyo na kumtajia waliompigia upatu huo, akawaruka!, Spika Makinda Press Conference Live!.

Sio mara moja wa mbili, Mhe. Spika amejidhihirisha her ignorance on kanuni, kitendo cha kuzifuta hoja zote binafsi, ni uthibitisho wa udhaifu wake kuendesha bunge, hivyo kwa kifupi, Spika wa Bunge Mhe. Anne Semamba Makinda (MP), ameshindwa Kazi!.

When she was picked to top kutokana na "alichonacho", CCM thought that she was an "asset!", now she has proven beyond reasonable doubt that she is a not an asset anymore but she is a liability waiting for disposal!. Kama kawaida yao CCM watagangamala naye, this makes the 2015 job more easier!.

Ila kuna kitu nimekitia rangi hapo chini nadhani kina nyongeza. Ukiangalia pledges za MwanaCCM, kama nilivyoziweka katika photocopy hapo, kipengele cha namba 2 kinamtaka MwanaCCM mzuri asiwe na upendeleo katika utekelezaji wake wa majukumu, wakati kipengele namba 8 kinakataza fitina.

Kwa ujumla katika yanayofanyika pale Bungeni, hawa wanaCCM waliopo mle ndani ya Bunge (Makinda akiwamo) hawaoneshi haiba sahihi ya Chama cha Mapinduzi katika kuendesha nchi. Yaani ni kama wanatetea chama kingine fulani hivi, kama Free Mason vile?!

Madam Speaker,
I ended my note by saying that "You were not sworn to "defend or protect" the Constitution of your ruling party nor to protect the interests of few individuals or a group of people but the Constitution of Our Republic."

Madam Speaker, you have done exactly what some of us feared; you have become and continued to be your party's cadre trying to defend the indefensible
while at the same time trying to destroy the indestructible. Madam Speaker, political opposition in the country is here to stay; mtake msitake!

It doesn't matter what you or any other member of your party wish; it doesn't matter if the whole caucus of your party decide to do against opposition members of parliament; it really doesn't matter. You party has tried and it has failed and it will continue to fail as long as free people continue to think for themselves. You can try to remove political opposition in the House, but you cannot remove opposition from the people's hearts. [Your] party will never return to its former glory; it can't. You should know that by now.

Mama Makinda na Bwana Ndugai hawana weledi na busara, kiongozi yeyote anayeshindwa kudhibiti hisia zake na kuongozwa na jazba hafai kuongoza hata familia yake na labda tusishangazwe na haya ya bungeni maana the two have failed from family level.
 
I think she need to go back and remind herself on parliamentary democracy by Rousseau and other philosophers because now she think on only seating allowances and forgot her Seat of self respect and sane mind. I wonder if she dont know that she is drunk politically. agghhhh! disgusting!!!

Condemning speaker, as an individual do not reflect truth of the matter, she's just a decoy of CCM. If anything needs to be resigned or removed should be CCM authority, a draconian rule manifesting itself under various faces. Once CCM is unseated all the cohorts system, can be emptied away. Down with CCM. It's very important, for all who are tired with CCM machinations, to support opposition, we cannot remove CCM individually, but through a cordinated leadership.
 
She was elected/selected solely for the purpose of defending the Government in the Parliament. Some of us thought that she would be clever to change and just do her job properly, given that she would be a speaker for only one term. Our leaders are not there to make a legacy to the country, but to make their masters and mistresses happy. She is going down in the history as one of the worst speakers not just in TZ, but probably in the whole region!!

You said it all champ, its what they say "the end justify the means". What she portrays is a disgrace for Tanzanian women scholars, she was given half a chance to spearhead women participation at high authoritative positions in our country, and now she spoiled the whole cake. Although she was strategically positioned to protect minority interests, she have soundly failed "her bosses" and our nation at large.

Its sad and a big shame to the corrupt system which claims a sore authority of knowledge and powers in Tanzania

I wonder what kind of people our leaders are! If this is the way they think its suitable to overcome opposition parties,then the Nation is heading somewhere in a pool of bloodshed. The Speaker's chair is now openly and shameless working in favor of the ruling part.Even some discussions in which clearly the opposition are on the right side,the chair person decides against just to protect his party's lower brain individuals.If our Parliament's language in use had been English and you distribute across the world the events in the last two days on social media,what would the image be? The only good thing CCM can do now is accepting being an opposition party beyond 2015 for it has failed.Clean up,rebuild and become strong opposition party in the years ahead,failure of which it will be buried in history books. Otherwise,if this is the way they are trying to stop what for now is unstoppable,they will only manage to drag this nation to misery and they wont last long either. Madam Speaker what you are doing now is trying to stop a speeding bullet by a piece of paper! If you were intelligent enough,the time is now! just accept the challenge has been quite strong that you have failed to act for the interest of Tanzanians and step aside before its too late to do so! Anger is building up in the hearts of Tanzanians, who day by day understand more what you and your other lower brain individuals in CCM are doing!!
 
Please mama Makinda if you are not holding That post for the intrrest of few influental people in the ruling party, I think it is the very right time for you to step down, it is not a secret no more that we have proved beyond reasonale doubt that you are using that position for just one purpose to make sure that the opppsition members of parliament views do not have any room to be accepted in your N'A which is totally contrary to the responsibilities of a person holding that position of being impartial. So for public interest please resign from that position now!!!
 
I think it is a high time as Tanzanians to stand up on feet and bring to an end this non sense otherwise the principles of separation of power will be eroded for good. Anna Makinda has proved failure to uphold this principle and the best way in my view is to exert public pressure. Let us start media campaign, demonstrations etc to force her to resign and to embarrass the executive wing of government!

There is urgent need for serious reforms in our Judiciary and Parliament. We say this because political accountability is key to our democratic consolidation. We have to increase our focus on building and strengthening institutions that can create the required accountability structures.

It is thus important to look more closely into what enables our Judiciary and Parliament to fulfil such functions, and also to understand the limits to their roles under the current conditions.

We need to increase the capacity of our Judiciary and Parliament to contribute in processes of democratic consolidation and social transformation. We need to critically look at the important questions regarding the accountability function of our courts vis-a-vis the political authorities, their role in promoting socioeconomic development, and their capacity to provide access to justice to marginalised groups.

We also need to critically look at the important questions regarding the accountability function of our Parliament vis-a-vis the Executive, its role in promoting socioeconomic development, and its capacity to protect and promote the interests of the poor and the disadvantaged.

Our institutional setup is a hybrid between the Westminster parliamentary system and the United States presidential system. We have a President who has more or less the powers of the President of the United States but without strong institutions like the American Congress and Senate to provide the required effective checks on the extensive powers of the president.

We have a Westminster-type of parliament in which the president, who is the head of government in addition to being head of state, does not sit to answer questions from, and give explanations to, members of parliament like the Prime Minister does in the British Parliament.

Further, in our system, Parliament is weakened by appointments of its members to the executive. More than 1/4 of our members of parliament are cabinet ministers and deputy ministers. This makes parliament more or less an extension of the executive rather than an independent arm of the state.

Most parliamentarians, especially in the ruling party -CCM, cannot act independently in relation to the Executive because they either have presidential appointments or are looking forward to being appointed to this or that position by the Executive. And this includes even members of the opposition because some of them sometimes look for favours or even appointments from the executive.Though James Mbatia's move was a rare move and exceptional

But what is frightening is the fact that all the constitutional reforms we have had since independence have failed to bring about meaningful independence and power balance between Parliament and the Executive.
