According to the Controller and Auditor General's audit for the fiscal year 2022/23, delays in funding from the government led to debts in 99 public agencies amounting to TZS. 3.49 trillion.

Other reasons for these debts include challenges in cash flow and underperformance of commercial agencies, which contribute to lowering the status of these agencies and suppliers refusing to provide services.
