Mid-term Review of the NTD Sustainability Plan Consultancy TOR

Background

RTI International through Act I East program is supporting Tanzania Ministry of Health (MOH) through the National Neglected Tropical Diseases Control Program (NTDCP) to implement interventions towards control and elimination of Neglected Tropical diseases (NTD). Interventions include community and school mass drug administration, health promotion, advocacy, gender equity and social inclusion (GESI), diseases monitoring surveys, and health systems strengthening (HSS) interventions.

In line with the WHO NTD 2030 roadmap and the WHO sustainability framework and country strategies like HSSP-V and the NTD Master plan, NTDCP developed a five-year Sustainability Plan (2021-2026) to respond to sustainability challenges and identified by the government of Tanzania as stipulated in the plan itself.

The NTD Sustainability Plan serves as a roadmap for achieving NTD sustainability goals and establish multi-year milestones that can be incorporated into relevant sectors’ policies and strategies. It is a living document that will be continually revised and updated as new information is learned and shared with national stakeholders. In this way the government will be able to re-direct efforts by setting new directions and approaches. The long-term goal is for the Tanzania government, implementing partners, and donors, to align their investments in sustaining Tanzania’s NTD program with the aim of achieving program goals.

Purpose of Mid-term review of the Sustainability Plan

The purpose of the NTD Sustainability Plan 2021-2026 mid-term review is to measure progress made against each objective as stipulated in the plan, evaluate the strategy and sustainability priority actions to inform the government and all stakeholders on the next steps towards achieving 2026 sustainability goals.

Specific objectives
  1. To document up-to-date progress made in achieving the set objectives of the NTD Sustainability Plan.
  2. To identify success factors, challenges, and gaps during the implementation of the sustainability strategic objectives and indicators.
  3. To document lessons learned and provide strategic recommendations for sustainability actions’ reprioritization in implementing the NTD Sustainability Plan in the remaining period (2024- 2026).
Scope for the midterm review of the NTD Sustainability Plan

To accomplish this consultancy, the consultant is expected to work closely with the HSS Advisors at RTI International (Act I East Program), HSS focal and NTDCP Program Manager at NTDCP.

Qualifications

The consultancy should be led by an individual with competence in project/program formulation and evaluation and public health, and who has worked with infectious diseases prevention and control programs at policy and implementation levels. The consultant will assure to include relevant competent experts in the team to discharge the tasks at the highest professional standards. Essential skills, among other expertise and qualifications, should include:
  • At least master’s degree in public health, Public Policy, Monitoring, Evaluation and Research, Project Management, International Development, Statistics, or any other relevant field.
  • Extensive expertise, knowledge, and experience in the field of infectious diseases prevention and control related issues.
  • Knowledge and understanding of international and country-level implementation of neglected tropical diseases agenda.
  • Excellent background and experiences in health systems strengthening, and sustainability, system thinking and primary health care model and multisectoral approach to health programming.
  • At least 10 years professional work experience in the areas of program design, review, and evaluation, especially in infectious diseases prevention and control, health system strengthening and financing (especially domestic) in working with government, international and funding organizations.
  • Demonstrable understanding of Sustainable Development Goals including health targets and indicators, and the WHO 2030 neglected tropical diseases road map.
  • Proven understanding and experience in water, sanitation, and hygiene (WASH) programs and social and behaviour change communication strategies.
  • Extensive conceptual and methodological skills and experience in applying qualitative and quantitative research evaluation methods.
  • Demonstrable experience of program formulation and review.
  • Excellent written and verbal communication skills in English.
