Ujenzi wa Reli ya Kati Standard Gauge: Ina Maana Huduma za Reli Zitasimamishwa?

Hii inawezekana. Standard Gauge Railway si lazima ifuate njia ya reli ya zamani. inaweza tafutiwa njia tofauti kabisa na reli ya zamani na hata isikutane na reli hiyo (kama reli ya kati na reli ya Tazara sisivyoingiliana). Pia uwezekano wa reli hiyo ya SGR inaweza jengwa parallel na reli iliyopo, bila kuadhiri chochote. Kwa kifupi, ujenzi wa reli hii hautaadhiri kwa namna yeyote operations za reli iliyopo

China is pursuing large-scale overseas infrastructure development contracts to keep its construction industries active and to exert soft-power influence around the globe. This is from May 2015. The project could be as well underway.

Okay, that figures, the cost aspect of $9bn. I just wonder where that kind of money will come from. However, the question that remains is what will happen when this project underway; suspension of all central line railway services? What happens to all the wagons and locomotives, which are not designed to standard gauge scale?

Mkuu Standard Gauge ni kipimo cha upana wa njia ya reli kinachotumika sasa duniani. Kwa kifupi ina maanisha tu "Kipimo cha reli cha kawaida". Reli yetu ya kati ilijengwa enzi za mkoloni Mjerumani na Mwingereza, ambapo wakati huo upana wa njia ya reli ulikuwa ni mdogo kuliko unaotumika kwa sasa kimataifa (standard gauge). Pia hata reli zenyewe tulizo nazo ni ndogo. Ukilinganisha reli ya kati na ile ya TAZARA (ambayo ni standard gauge) utaona ya TAZARA ni kubwa kuliko ya kati. Ndio maana huwezi kuchukua mabehewa ya TAZARA ukapeleka reli ya kati - na vice versa.

Faida ya Standard Gauge ni kwamba kwanza ni salama zaidi kwa sababu treni inakuwa stable sana na inaweza kwenda kwa kasi zaidi. Pili ni kwamba kwa kuwa ni standard gauge unaweza kuagiza mabehewa au vichwa vya treni toka nchi mbalimbali duniani. Kwa sasa tunapoagiza mabehewa au vichwa lazima tutoe order maalum au tununue India ambako nadhani nao bado wana reli hizi za kizamani.

Na pia faida ya kuwa na Standard Gauge ni kwamba inakuwa rahisi kwetu kwenda Ujerumani au Canada na kununua used wagons au mabehewa ya abiria na mizigo na kuja kuyatumia kwetu baada ya kuyafanyia ukarabati kidogo tu. Kama umeenda nchi kama Ujerumani utaona wana mabehewa na vichwa vingi ambavyo vipo vipo tu hawatumii ambavyo tuneweza hata kuvinunua kwa bei poa vije vitusaidie usafiri huku kwetu. Tatizo vyote ni standard gauge.
 
Kama sijakosea Sana, reli mpya haitapita ilipo reli ya zamani, hivyo huduma za reli ya zamani zitaendelea hadi mpya itakapokuwa tayari, baadae tunahamia reli mpya ikiwa iko full complete.
 
I would think so. But then, if this is the case, do you really think our government is giving this project the prominence it deserves? I am just dumbfounded that they talk about it like it is just a small project involving flipping a switch somewhere, and voilà, we have changed to standard gauge! I have a feeling they have no idea what this whole undertaking involves, from an engineering point of view. Politicians planning a massive engineering feat.

What prominence does this project need !. we've already seen the sacking and disbanding/dissolving of RAHCO and TRL boards of directors for mishandling the tendering process related to the construction of this railway .My only worry is whether its completion will be timely.

Hongera kwa kujali...unaweza futa uzi wako sasa.

angalia wajinga kama hawa, hao wataalam walikua wap mda wote shirika linajifia liko taaban kabisa? wataalam kwenye makaratasi?
 
Wana JF, nimekuwa nikijiuliza sana juu ya hii ahadi ya serikali kwamba reli ya kati itabadilishwa toka gauge ndogo iliyopo sasa na kupanuliwa kuwa kubwa standard gauge ambayo ni ya kimataifa. Kitu ambacho serikali haituambii ni kama hii reli ya standard gauge itakuwa mpya au itajengwa katika njia ile ile ya reli ya zamani, na nini kitafanyika kuhusiana na huduma za reli wakati wa kujenga standard gauge.

Kama standard gauge itajengwa katika njia/reli ya zamani, ina maana huduma ya treni za abiria na mizigo zitasimamishwa wakati wote standard gauge ikijengwa? Najua kwamba kujenga standard gauge katika njia mpya ni gharama kubwa, ambapo sidhani kama huo ndio mpango uliopo. Na pia, kumbuka kwamba tunapoongelea standard gauge ni kwamba hatuna mabehewa na locomotives za standard gauge, na hivyo hatuwezi kusema wakati tunaendelea kujenga standard gauge, huduma zinaweza kuendelea kule ambako tayari standard gauge imekamilika, kama tunavyofanya kwenye ujenzi wa barabara.

Nimeona niliongelee hili kwa kuwa ni kama suala la standard gauge linaongelewa zaidi kisiasa kuliko kiteknolojia. Kama kuna mtu ana majibu yanayoeleweka tafadhali tuelimishane.


Nilisema huko nyuma suala la standard gauge lilikuwa linaongelewa kisiasa Zaidi ya ki-injinia watu wakanibishia sana humu ndani.

Sasa ukweli unajidhihirisha kwamba hii ilikuwa danganya toto akupe peremende ya kura!

Tunaoona mbali tulijua tu hizi zilikuwahekaya za Abunuasi.

Dodoma. Licha ya wabunge kushinikiza ujenzi wa reli ya kisasa (standard gauge), Serikali jana imeendelea kusisitiza kuwa haiwezi kujenga reli hiyo kwa kutumia bajeti yake, huku akishikwa kigugumizi kueleza mpango ilionao kuhusu ujenzi huo.

Akijibu hoja za wabunge kwenye mjadala wa mwongozo wa kuandaa mpango wa bajeti ya Serikali mwaka 2016/17, Waziri wa Fedha na Mipango, Dk Philip Mpango alisema kama Serikali itatumia fedha za mfuko wa reli, ambazo ni Sh50 bilioni kila mwaka, itatumia miaka 320 kujenga reli hiyo.

Siku tatu zilizopita, wabunge wanaotoka kwenye mikoa ambayo Reli ya Kati inapita, waliungana kushinikiza ujenzi wa reli hiyo, wakisema bila ya Serikali kusikiliza kilio chao, watahamasishana ili waisusie bajeti ya Serikali ya mwaka 2016/17.

Katika maelezo yake, Dk Mpango alisema gharama za kujenga reli hiyo ni kati ya dola bilioni saba mpaka tisa na nusu (Sh15 trilioni).

Alisema hata nchi ikitumia mapato yake yote ya kodi ambayo ni takriban Sh12 trilioni, kwa mwaka mmoja na miezi mitatu, reli hiyo itajengwa kwa miaka minne.”

Alisema mbali na uwezo wa Serikali kuijenga kwa mapato yake ya ndani, utafiti uliofanyika unaonyesha kuwa, ili mradi huo uwe na manufaa kiuchumi, lazima matawi yake ya kwenda nchi za Burundi, Rwanda na DRC yajengwe. Alisema kama nchi itaamua kujenga reli hiyo kulingana na mawazo ya wabunge, nchi itakosa fursa kubwa kwa kuwa mzigo wa kwenye reli ya kati hautaweza kurudisha gharama ya ujenzi.
 
Na labda nikutoe wasiwasi, serikali ina wataalam wa kutosha kufanya Cost analysis.

Nakumbuka wakati Sita akiwa waziri wa uchukuzi, aliwahi kusema kuwa Raisi Kikwete angeweka jiwe la msingi kuashiria ujenzi wa reli ya standard gauge kabla hajaondoka madarakani. Kumbe ilikuwa siasa tu!!

Wanasiasa wanadhani kujenga tu reli ya standard gauge kutaondoa matatizo yote ya usafirishaji wa mizigo! Kama tumeshindwa kuendesha hii reli ya sasa efficiently, tutawezeje kuendesha hiyo ya standard gauge efficiently?!
