Main task

To provide Technical Assistance to the Programme Manager of the National AIDS Control Programme (NACP), through the Head of the Epidemiology Unit and the Head of Care and Treatment Unit, on effective quality assured implementation of the HIV/AIDS Care and Treatment Plan.

The focus of work is on capacity building in regions and districts, on decentralization of responsibility for planning and management of HIV Care and Treatment Quality Improvement (assessments, supportive supervision, M&E and clinical mentoring/coaching) activities and on integration of QI activities into the routine healthcare system.

The Public Health Specialist is based at the PharmAccess Office in Dar es Salaam and responsible to the Country Director of PharmAccess Tanzania.

Specific Responsibilities

- Plan, direct, monitor and report PharmAccess activities within the programme framework, in close collaboration with NACP;
- Lead the team of PharmAccess staff within the programme framework, both at NACP as well as at the PharmAccess country office and coordinate, facilitate and monitor their performance
- Support NACP in developing relevant training curricula for various categories of health staff at different levels of the health system, within the context of the NACP QI Plan;
- Provide technical assistance to NACP in developing and implementing training and supervision plans
- Assist in integration of the overall NACP Quality Improvement activity into the national QA Framework programme of the Ministry of Health and Social Welfare;
- Contribute to the development of tools, guidelines and SOPs and M&E methods as part of the NACP QI Plan
- Ensure linkages and avoid overlap through close collaboration with the NACP Monitoring and Evaluation Experts
- Ensure coordination and effectiveness of activities through structured collaboration with parties providing technical assistance to the NACP, notably WHO, CDC, FHI, JICA and CF, as well as with C&T Partners supporting the regions in HIV Care and Treatment
- Ensure sound working relationships between the country office and PEPFAR Treatment partners and sub-grantees, sub offices and the in-country USG PEPFAR team.
- Safeguard progress of the project performance and financials by timely detecting bottlenecks and making effective adjustments;
- Ensure timely reporting to Country Director, NACP, the donor/Embassy of the Kingdom of the Netherlands (EKN) and to PharmAccess Amsterdam;

The Public Health Specialist collaborates closely with the Head of the NACP Care and Treatment Unit, the Head of the Epidemiology unit and the Programme Manager NACP, under the direct responsibility of the PharmAccess Country Director.

Qualifications, Competencies and Experience

- Masters degree in Public Health;
- Documented experience in managing overseas operations with programmatic, financial, and administrative duties.
- At least 5 years experience with complex health sector programme management in Africa
- Experience with health systems development and reforms, thorough knowledge of and experience with decentralization processes and experience with integration of disease control programmes;
- Good understanding of - and experience in the international development sector (NGOs, direct bilateral and multilateral partnerships)
- Sound financial management experience, including preparing and managing budgets and contracts, grant management and budget oversight and negotiation skills with stakeholders
- Proven and outstanding skills in analytical thinking and writing up resulting concepts, proposals and action plans including appropriate budgeting and M&E methodology.

About this position:

We are developing a large programme of activity in Tanzania, funded by Man Group Charitable Trust. We are seeking a highly qualified and committed Country Business Manager to lead our operations there. You will be a self-starter with a strong entrepreneurial mindset. You will have solid experience of business management in a developing world context, particularly around social marketing, the scaling up of profitable social enterprises in Africa, and the implementation of distribution systems to reach the furthest rural areas. For instance, your background may be from the international business sector, a microfinance institution, an African social enterprise, a carbon offsetting company, or from the international development sector, among others.

A key part of your work will be scaling up our kerosene lamp replacement programme. The use of kerosene for lighting by rural households is a huge health hazard, leading to lung disease, eyesight problems, burns and accidental poisoning. Each kerosene lamp produces significant levels of the global warming gas CO2 during its lifetime. Furthermore, expenditure on kerosene uses up a large part of the average rural household's income each month. One of your roles will be to source, distribute and scale up our programme to convert or replace kerosene lamps with solar lamps across Tanzania, working with small businesses, entrepreneurs, large corporations, development agencies and the government there. You will need to develop this and monitor it as a carbon offsetting programme, for which we are obtaining Gold Standard status. You will need to integrate this into our wider microsolar work which provides solar chargers for radios and mobile phones.

You will also be in charge of our macro solar programme, which involves the installation of sustainable, income generating solar PV systems onto schools, medical clinics and community centres in Tanzania and also the development of schools solar education resources. You will be working with a variety of solar companies, USAID and other organisations to carry the macrosolar programme.

Finally, your role will involve all the day-to-day management aspects of running a large country programme: recruiting and retaining high quality staff; managing budgets and accounts; setting strategies and plans; overseeing administration; raising funds from in-country donors; providing communications and PR; and carrying out monitoring and evaluation.

Roles and Responsibilities

1. Scale up our solar activity across Tanzania using a business approach

- Organise the supply chain for imports of materials into Tanzania.
- Develop a business model and strategy with local businesses, entrepreneurs and distributors to ensure the effective distribution and scale-up of our operations and generate revenue for them and for SolarAid.
- Implement a social marketing plan to promote the sale of solar products among rural communities.
- Work together with local partners, institutions and governments to ensure that effective programmes are designed, funded and implemented.
- Monitor and evaluate our work effectively, particularly to ensure continual refinement and improvement of SolarAid Tanzania's programmes and operations to produce maximum impact.

2. Scale up and monitor our carbon offsetting scheme

- Build carbon offsetting into our programme of kerosene lamp conversion/ replacement
- Promote and monitor/evaluate/verify the generation of carbon credits.
- Develop new carbon offsetting projects in Tanzania for SolarAid.

3. Management, administration and PR / Human resource management

- Build a strong SolarAid team, providing necessary support, guidance and leadership.

Donor management

- Fulfil reporting requirements to SolarAid in the UK and donors/investors.

Registration and operations

Communications and fundraising

Program Manager II - Management Quality Coordinator

Job Background/ Summary:
CRS' Tanzania program started in 1962. In 1994, the CP closed and in 1997 a sub-office was opened in Mwanza under the supervision of the Kenya country program. The sub-office focused primarily on agriculture programs. With the inclusion of Tanzania as one of the countries eligible for Presidential Emergency Program Funding for AIDs Response (PEPFAR), a full country program with headquarters in Dar es Salaam was reestablished in 2004. The Country Program has grown progressively since 2004 with programmatic focus in three areas: HIV/Aids programs for orphans and vulnerable children (OVC), and for care and treatment for people living with HIV/AIDs (AIDSRelief); Agriculture and SILC programs supporting the development of market chains and efforts to link farmers to markets and increase income especially among people and communities affected by HIV/AIDS; Peacebuilding programs focus on Muslim/Christian dialogue. Significant program growth is especially being seen in the AIDSRelief Care and Treatment program with the year five budget submission of $17M. The OVC program has evolved from a relatively small track I program to over $3M/year program targeting regions also implementing AIDSRelief Care and Treatment. New agriculture, SILC and water program are also hoped to expand in the coming year with the aware of private funds from the Gates and Buffet foundations respectively. There is currently a sizeable program office in the northwest town of Mwanza, and a second sub-office in Arusha.

The MQ Coordinator will play a significant role in supporting the program support systems at these offices. The Tanzania Program seeks a motivated, self-starting and directing individual, preferably familiar with CRS systems, policies and procedures The position requires aggressive coordination and collaboration with all programming departments, with a special focus on meeting the needs and addressing the management challenges of the AIDS Relief program. The MQ Coordinator will support the professional growth and development of senior Tanzanian managers

Specific Responsibilities:
1. As the manager of Dar-based support departments, encourage and positively reinforce open and continuous coordination and collaboration with the AIDSRelief and Programming Office and their staffs to ensure that the departments supervised efficiently provide goods and services of the highest quality.
2. Supervise the Finance Manager, Fleet Manager, Human Resources Manager, IT Manager and Administrative Manager
3. Provide guidance and leadership to the senior managers in the day-to-day running of their respective departments.
4. Coordinate the activities of the departments towards meeting the strategic objectives of the agency, EARO region and the Country Program, and the tactical objectives of the Tanzania Program.
5. Serve as acting Country Representative upon request of the CR; communicate as needed with HQ to ensure the effective and efficient running of the program.
6. As a member of the Country Program's Senior Management Team (SMT), participate in decision-making processes and strategic management of the Country Program.
7. Ensure appropriate staffing and development, i.e. Finance and Administration
8. Review the Country Program's policies and procedures as appropriate, recommend revisions and follow-up on implementation; design and implement new policy and procedure documents.
9. Ensure compliance with changing local government regulations, CRS and donor policies and procedures.
10. Review and approve drafts for CR approval of various contractual, audit, budgetary and related documents.
11. Ensure the integrity of financial, asset management and administrative systems for the CRS Tanzania Country Program according to accepted standards, agency and donor policies and procedures, and local laws. Ensure systems are documented, communicated to CRS and partner staff, and that training occurs as necessary
12. Ensure the existence of adequate internal control systems; design systems where none exist, and reinforce systems identified as weak.
13. Assist with preparation for audits; implement outstanding audit recommendations, and document the closure of audit findings.
14. Oversee the development and implementation of systems for performance management including work plans, annual performance plans and evaluations, leave plans, reporting schedules, training and travel plans for staff unit and across the CP

Finance:
1. Ensure the timely production and submission of quality financial reports as required by HQ Finance and donors.
2. Assist the Finance Department in cross-training other departments and partners in field financial system development and to improve overall financial management.
3. Ensure that Finance takes the lead in the implementation and closure of audit recommendations related to the department, and compliance per CRS and donor's policies and procedures.
4. Ensure that Finance maintains adequate internal control systems in the review, verification, recording and reporting of all financial transactions, in line with approved policies, regulations, and generally accepted accounting principles.
5. Support the Finance Department capacity to monitors budgets in close cooperation with other departments, project managers and program coordinators.

Fleet Management:
1. Oversee the use and upkeep of the Vehicle Management System (VMS), to include ongoing data entry and report output. Ensure that field offices report on vehicle use, maintenance and repair, and accidents.
2. Ensure the efficient and effective management of motorized assets in accordance with USG regulations, CRS policies and procedures and generally accepted fleet and asset management principles.
3. Maintain adequate internal fleet management control and reporting systems for both CRS Tanzania and partners. Assist with system enhancement as necessary and train staff in system use.
4. Follow-up on audit findings and irregularities related to fleet management, and ensure their timely and complete implementation and closure.
5. Oversee the day-to-day operations of the fleet to ensure efficiency and cost-effective use of the resources
6. Assist with the identification of maintenance and repair service providers, and that calls for bid are conducted regularly (e.g., every 6 months) prior to contracting with service providers.
7. Oversee the final disposition of capital equipment, including the donation, transfer or sale of vehicles, to ensure compliance with CRS and donor policies and procedure.

Administration:
1. Assist with administrative system development, reinforcement and implementation as necessary
2. Assure of appropriate systems in interview and selection process of new staff.
3. Confirm the maintenance of an up-to-date inventory and the efficient tracking of all agency property per agency requirements.
4. Ensure the preparation and submission of quarterly asset reports to HQ.
5. Monitor the timely planning and efficient execution of all procurement of materials, equipment and services, and participate in evaluation and approval of tenders and contracts.
6. Follow-up on administrative audit recommendations and other irregularities ensuring of implementation and closure.
7. Review housing, service, consultant and other contracts.
8. Ensure that all CRS facilities and assets are managed properly.

Human Resources:
1. Coordinate and oversee all Human Resource functions with the HR Manager and HR Officer to ensure CRS standards and requirements are met
2. Ensure that National staff personnel policies and procedures are uniformly and equitably applied for all staff, including training for Senior Management Team, managers and supervisors
3. Ensure the National staff personnel policy manual is updated and reviewed on an annual basis to keep pace with staffing needs and CRS-HQ and Regional directives
4. Oversee bi-annual salary surveys with the HR Manager to ensure CRS Tanzania remains competitive and well-placed within the market
5. Review all National staff annual performance appraisals for content and ensure equity across the country program
6. Review all disciplinary actions and documentation to access risk and notify CR and CRS legal counsel for further action

Information Technology:
1. Coordinate IT issues with the program's IT Officer and the Regional Information Systems Analyst (RISA)
2. Ensure that all CRS-owned software programs are registered and securely maintained
3. Make sure that email, intranet and SUN network systems, at all CRS Tanzania offices, are functioning well.
4. See that adequate IT support is provided to all staff, and that the hardware and software programs are in line with CRS standard requirements.
5. Review IT equipment and software inventories, conduct an IT needs assessment, and assist with the development of rational replacement plans.
6. Verify all requests for procurement of IT equipment maintaining CRS standards for procurement of new equipment

The Tanzania office currently implements a $19M annual country program annual budget. CRS Tanzania works with local faith-based, government and private partners in the areas of HIV and AIDS, agriculture, microfinance, and peace building. Due to the significant impact of the AIDS pandemic, CRS Tanzania has placed a strong focus on HIV and AIDS programming. CRS Tanzania provides support to orphans and vulnerable children (OVCs), to patients taking antiretroviral therapy (ART), and to those in need of home-based care (HBC). With help from the President's Emergency Plan for AIDS Relief (PEPFAR), CRS has significantly increased the size and scope of its OVC and ARV programs. Through the CRS-led AIDSRelief consortium-which in Tanzania brings together the expertise of CRS, the University of Maryland School of Medicine, IMA World Health and Constella Futures Assisting poor families in semi arid zones, CRS Agro-enterprise programs have increased farming incomes by developing markets for local crops, connecting farmers to new market opportunities and improving yields for greater sales.

The Finance Director will assume leadership on all financial affairs of the country program, including coordination and management oversight over all financial activities of the country program

Specific Responsibilities:

Financial Systems management:
1. Ensure that the country program financial systems run properly and in compliance with the Agency policies and standards as outlined in the Sun Systems desk help manual.
2. Ensure integrity and quality data processing for accurate reporting and information sharing
3. Act as administrator/super-user for the Sun Systems/Vision
4. Ensure that daily and monthly data backup is performed and backed up date is stored in a secured place

Planning & Budget Administration:
1. Take lead in the coordination and submission of the APP process
2. Ensure that Board approved budget is uploaded and reconciled with Budget Reconciliation Form (BRF) according to budget instructions issued by HQ/Finance (ensure BI and BR journals used appropriately)
3. Ensure that the Country Program BRF and Sun Systems budget ledger are updated and reconciled each time a new Budget Maintenance is approved.
4. Ensure that the Country Program BRF and Sun Systems ledger are in agreement (reconciled) at all times.
5. Ensure that expenses are booked only against a valid budget

Grants management:
1. Take active role with reviewing budgets for new projects proposals.
2. Ensure that a new grant is properly set up in outset
3. Monitor grant amendments, update grant files, submit copy of amendment documents to HQ finance and monitor grant expiry period.
4. Ensure that donor required reports are prepared accurately and disseminated within the due dates.
5. Coordinate with HQ finance to ensure that donor reports that are generated by HQ finance (e.g. USAID SF269A) are sent out to the relevant donor.
6. Coordinate grant closure activities with the respective project/grant manager and ensure that expired grants are fully closed out within 90 days limit

Treasury:
1. Coordinate submission of quarterly cash forecast to HQ finance by the 15th of the month following end of quarter.
2. Ensure availability of sufficient cash in the CP for operational needs.
3. Ensure that all CRS bank accounts are opened in the name of Catholic Relief Services USCCB
4. Ensure that the President and CFO of CRS are signatories to all bank accounts as well as CRS/Tanzania signatory officials
5. Establish cash balance monitoring mechanism to ensure wire transfer request is lodged before the minimum cash balance threshold is reached.
6. Ensure that monthly bank reconciliation is performed for all bank accounts and approved bank reconciliation forms are submitted to HQ/Finance along with the month-end close packages.
7. Monitor currency exchange rates and alert management when/if unusual or unexpected changes occur.
8. Ensure that all disbursements are prepared based on approved payment request, sufficiently supported, approved by designated official and charged to a valid budget, donor source and project.
9. Keep register of distributed blank (unused) checks and cash receipt and monitor sequential use of the same. Cancelled checks and cash receipts must be accounted for and remain on file.
10. Take custodianship responsibility of unused checks and cash receipts.
11. Ensure the petty cash and operating cash (if applicable) are maintained on imprest systems and operated in accordance CRS' cash management policies and procedures.
12. Ensure that petty cash and operating cash funds are available and accessible.
13. Ensure that these funds are reconciled and replenished in a timely manner.
14. Ensure that such funds are counted and reconciled by the custodian on a daily basis, counted by another staff (other the custodian) on a monthly basis. The Finance Manager or delegate or internal audit (if available) should make unannounced (surprise cash count) at least on a quarterly basis.
15. Ensure all cash receipt is issued to the payer for cash collected by a CRS/Tanzania cashier.
16. Ensure that the functions of cash receipt, cash payment, bank reconciliation and data entry (posting transaction to sun systems) are segregated.
17. Review and approve work done by subordinates.

Reporting:
1. Ensure that internal and external financial reports are processed/prepared accurately and disseminated within due dates.
2. Ensure accuracy, completeness and timely submission of month end financial reports.
3. Ensure that CRS/Management and project managers receive monthly management accounts (Budget Comparison Reports) within 3 days after month-end close.
4. Ensure that donor reports are prepared accurately and submitted in accordance with the terms and conditions outlined in the grant agreements.
5. Review and verify content and accuracy of all financial reports before they are distributed to the relevant audience.
6. Take lead for the preparation of the year end close schedules in accordance with guidance issued by HQ finance and submit within the due dates.

Technical Support and Training:
1. Provide technical assistance to the Country program Senior Management team, subordinate and partner staff as needed.
2. Prepare or ensure availability of orientation manual for new hires.
3. Prepare or ensure availability of basic project finance guidance for project/program managers.
4. Prepare or ensure availability of partners' financial systems assessment and review tools in order to assess the level risk attached to the specific partner and to plan capacity building interventions.

Staff management:
1. Lead, direct, mentor and coach staff.
2. Take lead in setting annual finance department targets and ensure that specific tasks are built in every finance staff Performance plan.

4. Ensure that staff job descriptions are reviewed and updated at least on annual basis to ensure adequate workload distribution and support to staff

Risk management:
1. As basis for risk management, ensure that the Agency financial policies and procedures are followed and donors' compliance requirements are met to standards
2. Ensure that adequate internal controls are in place to monitor and mitigate financial risks.
3. Conduct and document internal control systems assessment on annual basis and develop action plan to address weaknesses within six months.
4. Closely monitor balance sheet accounts to ensure that assets and liabilities accounts are maintained.

6. Use aging of receivables and payables to verify validity and monitor delinquency of receivables

Assets Management:

We are developing a large programme of activity in Tanzania, funded by Man Group Charitable Trust. We are seeking a highly qualified and committed Country Business Manager to lead our operations there. You will be a self-starter with a strong entrepreneurial mindset. You will have solid experience of business management in a developing world context, particularly around social marketing, the scaling up of profitable social enterprises in Africa, and the implementation of distribution systems to reach the furthest rural areas. For instance, your background may be from the international business sector, a microfinance institution, an African social enterprise, a carbon offsetting company, or from the international development sector, among others.

A key part of your work will be scaling up our kerosene lamp replacement programme. The use of kerosene for lighting by rural households is a huge health hazard, leading to lung disease, eyesight problems, burns and accidental poisoning. Each kerosene lamp produces significant levels of the global warming gas CO2 during its lifetime. Furthermore, expenditure on kerosene uses up a large part of the average rural household's income each month. One of your roles will be to source, distribute and scale up our programme to convert or replace kerosene lamps with solar lamps across Tanzania, working with small businesses, entrepreneurs, large corporations, development agencies and the government there. You will need to develop this and monitor it as a carbon offsetting programme, for which we are obtaining Gold Standard status. You will also be in charge of our macro solar programme, which involves the installation of sustainable, income generating solar PV systems onto schools, medical clinics and community centres in Tanzania and also the development of schools solar education resources. You will be working with a variety of solar companies, USAID and other organisations to carry the macrosolar programme.

Finally, your role will involve all the day-to-day management aspects of running a large country programme: recruiting and retaining high quality staff; managing budgets and accounts; setting strategies and plans; overseeing administration; raising funds from in-country donors; providing communications and PR; and carrying out monitoring and evaluation.

Roles and Responsibilities

1. Scale up our solar activity across Tanzania using a business approach

- Organise the supply chain for imports of materials into Tanzania.
- Develop a business model and strategy with local businesses, entrepreneurs and distributors to ensure the effective distribution and scale-up of our operations and generate revenue for them and for SolarAid.
- Implement a social marketing plan to promote the sale of solar products among rural communities.
- Work together with local partners, institutions and governments to ensure that effective programmes are designed, funded and implemented.
- Monitor and evaluate our work effectively, particularly to ensure continual refinement and improvement of SolarAid Tanzania's programmes and operations to produce maximum impact.

2. Scale up and monitor our carbon offsetting scheme

- Promote and monitor/evaluate/verify the generation of carbon credits.
- Develop new carbon offsetting projects in Tanzania for SolarAid.

3. Management, administration and PR / Human resource management

Donor management

Registration and operations

Job Background/ Summary:
CRS’ Tanzania program started in 1962. In 1994, the CP closed and in 1997 a sub-office was opened in Mwanza under the supervision of the Kenya country program. The sub-office focused primarily on agriculture programs. With the inclusion of Tanzania as one of the countries eligible for Presidential Emergency Program Funding for AIDs Response (PEPFAR), a full country program with headquarters in Dar es Salaam was reestablished in 2004. The Country Program has grown progressively since 2004 with programmatic focus in three areas: HIV/Aids programs for orphans and vulnerable children (OVC), and for care and treatment for people living with HIV/AIDs (AIDSRelief); Agriculture and SILC programs supporting the development of market chains and efforts to link farmers to markets and increase income especially among people and communities affected by HIV/AIDS; Peacebuilding programs focus on Muslim/Christian dialogue. Significant program growth is especially being seen in the AIDSRelief Care and Treatment program with the year five budget submission of $17M. The OVC program has evolved from a relatively small track I program to over $3M/year program targeting regions also implementing AIDSRelief Care and Treatment. New agriculture, SILC and water program are also hoped to expand in the coming year with the aware of private funds from the Gates and Buffet foundations respectively. There is currently a sizeable program office in the northwest town of Mwanza, and a second sub-office in Arusha.

The MQ Coordinator will play a significant role in supporting the program support systems at these offices. The Tanzania Program seeks a motivated, self-starting and directing individual, preferably familiar with CRS systems, policies and procedures The position requires aggressive coordination and collaboration with all programming departments, with a special focus on meeting the needs and addressing the management challenges of the AIDS Relief program. Specific Responsibilities:
1. The Tanzania office currently implements a $19M annual country program annual budget. CRS Tanzania works with local faith-based, government and private partners in the areas of HIV and AIDS, agriculture, microfinance, and peace building. Due to the significant impact of the AIDS pandemic, CRS Tanzania has placed a strong focus on HIV and AIDS programming. CRS Tanzania provides support to orphans and vulnerable children (OVCs), to patients taking antiretroviral therapy (ART), and to those in need of home-based care (HBC). With help from the President’s Emergency Plan for AIDS Relief (PEPFAR), CRS has significantly increased the size and scope of its OVC and ARV programs. Through the CRS-led AIDSRelief consortium—which in Tanzania brings together the expertise of CRS, the University of Maryland School of Medicine, IMA World Health and Constella Futures Assisting poor families in semi arid zones, CRS Agro-enterprise programs have increased farming incomes by developing markets for local crops, connecting farmers to new market opportunities and improving yields for greater sales.

The Finance Director will assume leadership on all financial affairs of the country program, including coordination and management oversight over all financial activities of the country program

Specific Responsibilities:

Financial Systems management:
1. Ensure that the country program financial systems run properly and in compliance with the Agency policies and standards as outlined in the Sun Systems desk help manual.
2. Ensure integrity and quality data processing for accurate reporting and information sharing
3. Act as administrator/super-user for the Sun Systems/Vision
4. Ensure that daily and monthly data backup is performed and backed up date is stored in a secured place

Planning & Budget Administration:
1. Take lead in the coordination and submission of the APP process
2. Ensure that Board approved budget is uploaded and reconciled with Budget Reconciliation Form (BRF) according to budget instructions issued by HQ/Finance (ensure BI and BR journals used appropriately)
3. Ensure that the Country Program BRF and Sun Systems budget ledger are updated and reconciled each time a new Budget Maintenance is approved.
4. Ensure that the Country Program BRF and Sun Systems ledger are in agreement (reconciled) at all times.
5. Ensure that expenses are booked only against a valid budget

Grants management:
1. Take active role with reviewing budgets for new projects proposals.
2. Ensure that a new grant is properly set up in outset
3. Monitor grant amendments, update grant files, submit copy of amendment documents to HQ finance and monitor grant expiry period.
4. Ensure that donor required reports are prepared accurately and disseminated within the due dates.

Treasury:

3. Ensure that all CRS bank accounts are opened in the name of Catholic Relief Services USCCB
4. Ensure that the President and CFO of CRS are signatories to all bank accounts as well as CRS/Tanzania signatory officials
5. Establish cash balance monitoring mechanism to ensure wire transfer request is lodged before the minimum cash balance threshold is reached.
6. Ensure that monthly bank reconciliation is performed for all bank accounts and approved bank reconciliation forms are submitted to HQ/Finance along with the month-end close packages.
7. Monitor currency exchange rates and alert management when/if unusual or unexpected changes occur.
8. Ensure that all disbursements are prepared based on approved payment request, sufficiently supported, approved by designated official and charged to a valid budget, donor source and project.
9. Keep register of distributed blank (unused) checks and cash receipt and monitor sequential use of the same. Cancelled checks and cash receipts must be accounted for and remain on file.
10. Take custodianship responsibility of unused checks and cash receipts.
11. Ensure the petty cash and operating cash (if applicable) are maintained on imprest systems and operated in accordance CRS’ cash management policies and procedures.
12. Ensure that petty cash and operating cash funds are available and accessible.
13. Ensure that these funds are reconciled and replenished in a timely manner.
14. Ensure that such funds are counted and reconciled by the custodian on a daily basis, counted by another staff (other the custodian) on a monthly basis. The Finance Manager or delegate or internal audit (if available) should make unannounced (surprise cash count) at least on a quarterly basis.
15. Ensure all cash receipt is issued to the payer for cash collected by a CRS/Tanzania cashier.
16. Ensure that the functions of cash receipt, cash payment, bank reconciliation and data entry (posting transaction to sun systems) are segregated.
17. Review and approve work done by subordinates.

Reporting:
1. Ensure that internal and external financial reports are processed/prepared accurately and disseminated within due dates.
2. Ensure accuracy, completeness and timely submission of month end financial reports.
3. Ensure that CRS/Management and project managers receive monthly management accounts (Budget Comparison Reports) within 3 days after month-end close.
4. Ensure that donor reports are prepared accurately and submitted in accordance with the terms and conditions outlined in the grant agreements.
5. Review and verify content and accuracy of all financial reports before they are distributed to the relevant audience.
6. Take lead for the preparation of the year end close schedules in accordance with guidance issued by HQ finance and submit within the due dates.

Technical Support and Training:
1. Provide technical assistance to the Country program Senior Management team, subordinate and partner staff as needed.
2. Prepare or ensure availability of orientation manual for new hires.

Risk management:
1. As basis for risk management, ensure that the Agency financial policies and procedures are followed and donors’ compliance requirements are met to standards
2. Ensure that adequate internal controls are in place to monitor and mitigate financial risks.
3. Conduct and document internal control systems assessment on annual basis and develop action plan to address weaknesses within six months.
4. Closely monitor balance sheet accounts to ensure that assets and liabilities accounts are maintained.

WomenCraft is a new socially-responsible enterprise operating under the sponsorship of the Anglican Church of Tanzania and in partnership with the United Nations High Commissioner for Refugees (UNHCR). Funding for WomenCraft is provided by the Government of the United Kingdom. WomenCraft operates in Ngara district, Kagera region, Tanzania.

WomenCraft’s mission is to enable rural Tanzanian women to become contributing members of a successful fair-trade enterprise. WomenCraft’s members create high-quality handcrafted products to be sold according to international fair trade practices. The members build business acumen and gain practical life skills so that they can eventually take ownership of the enterprise.

WomenCraft also strives to partner with Burundian refugee women who are living in Tanzanian refugee camps or who have recently returned to Burundi to rebuild their lives.

WomenCraft is seeking a Web Design Intern to assist with the following:
- Create a user friendly website for WomenCraft that is designed to educate and engage visitors. The website will provide information about WomenCraft’s mission and products
- Develop a section of the website that advertises products for purchase and supports customer transactions
- Develop a section of the website about inayotuZUNGUKA! (∞ That Which is Around Us ∞), a new line of home décor items consisting of baskets, tablemats, and trivets made of local grasses, banana stalk and locally worn fabric
- Update website content on a periodic basis

Job resume: COWI is currently preparing a proposal for technical assistance to enhance regional capacity to fight arms trafficking and arms proliferation (SALW).

The SALW is one out of three components of the Conflict Prevention Management and Resolution Programme (CPMR) funded by the European Development Fund (EDF).

The purpose of the CPMR Programme is to enhance the capacities of the RIOs of the ESA Region in exercising their CPMR mandates and activities, within a consistent and coordinated continental and regional framework focussing on the key regional factors responsible for conflict proliferation. The expected result of this component is to strengthen regional capacity to fight arms trafficking and arms proliferation (i.e. SALW component). EAC is responsible for the implement of this component where as IGAD is responsible for a component on CPRM and COMESA is responsible for a third component addressing war economy.

Location: Arusha, Tanzania at the EAC Secretariat

Duration: Maximum 43.5 months out of 48 calendar months

Job description: COWI is seeking candidates for the position as a Long-Term Technical Assistant / Team Leader for the technical part of the CMPR programme i.e. enhancing the regional capacity to fight arms trafficking and arms proliferation (SALW). The CPMR programme consists of three components targeting CPMR, SALW and War Economy. The SALW component falls under the responsibility of the EAC. The Team Leader
Activities of the project will include but will be limited to:
(1) Establishing a mechanism for reinforcing cooperation amongst the police authorities, Interpol and other security agencies to investigate and prosecute illicit arms dealers;
(2) Developing cooperation mechanisms between the RIO’s, the ESA states, the EU and the Nairobi Secretariat on Small Arms and Light Weapons in conformity with the Bamako declaration;
(3) Establishing mechanisms for monitoring the movement of illicit small arms including development of Geographical Information Systems (GIS);
(4) Support institutional and capacity development of NSAs in fighting arms trafiking and SALW, through training, networking, dialogue;
(5) Strengthening coordination and collaboration between EAC and AU, between EAC and IGAD/COMESA in the area of CPMR.
In assisting the EAC realizing the above-mentioned activities, the long-term technical assistant and short-term expertise will help the EAC secretariat ensure efficient, effective and timely implementation, monitoring and evaluation of the EAC programme estimates of the SALW programme. This includes establishing an internal monitoring and evaluation system, as well as frequent coordination with IGAD.

The Technical Assistant / Team Leader should have the following qualifications and skills:
- University Masters degree relevant to SALW, Development Cooperation and/or Program Management
- More than 10 years relevant experience
- More than 5 years experience as Team Leader/Project Manager for projects comprising both international and local staff
- Proven track record of formulating, implementing and monitoring of policy dialogue on SALW
- Experience of demonstrating strong analytical capacity in the field relevant to SALW
- Excellent command of English as well as communication and report writing skills
- Proven experience in management of EDF projects

It will be an asset if s/he has experience:
- With regional cooperation and integration
- In the EAC region
- Programme implementation
