Mbunge wa Viti Maalum (CHADEMA), Bi. Salome Makamba, ambaye pia ni mjumbe wa Kamati ya Utendaji ya Jumuiya ya Mabunge ya Jumuiya ya Madola (CPA) Kanda ya Afrika, ametangaza kuwa makao makuu ya CPA Kanda ya Afrika yataanza kujengwa Dodoma, na maandalizi ya ujenzi yanaendelea.

Akizungumza wakati wa mahojiano na vyombo vya habari baada ya kufanyika kwa Mkutano Mkuu wa 53 wa CPA Kanda ya Afrika jijini Arusha, Bi. Makamba alisema moja ya maamuzi muhimu yalikuwa ujenzi wa makao makuu , ambapo mchakato wa kumpata mkandarasi unaendelea na ujenzi utagharimu zaidi ya dola milioni 30 za Marekani.

Aidha, Mbunge wa Viti Maalum (CCM) na mjumbe wa Kamati ya Utendaji ya CPA Kanda ya Afrika, Dk. Alice Kaijage, alieleza kuwa mada muhimu zilizojadiliwa katika mkutano huo wa CPA ni pamoja na mabadiliko ya tabianchi na ajira kwa vijana.

ARUSHA: THE Commonwealth Parliamentary Association (CPA) Africa Region Headquarters is set to be constructed in Dodoma as preparations for its commencement are underway.

This was revealed by Special Seats Member of Parliament (CHADEMA), Ms Salome Makamba, who also serves as a member of the Executive Committee of the Commonwealth Parliamentary Association (CPA) Africa Region.
She made the announcement during an interview with the media following the conclusion of the 53rd CPA Africa Region Annual General Conference in Arusha over the weekend.

Ms Makamba said one of the most significant outcomes of Saturday’s session was the decision to construct the Commonwealth Africa Region headquarters in Dodoma.

“The Commonwealth Africa Region headquarters will be built in Dodoma and the process of selecting a contractor is currently underway. The construction is estimated to cost more than 30 million US dollars.”

She further expressed that this is great news for Tanzania, a country renowned for its hospitality.

“Hosting such meetings can be costly, but today we are seeing the fruits of our investment in hospitality. I commend President Samia Suluhu Hassan for continuing to support the CPA Africa Region with hospitality funds. I know significant expenses are involved, but now we are seeing the positive results of this investment,” she added.

Special Seats Member of Parliament (CCM) and member of the CPA Africa Region Executive Committee, Dr Alice Kaijage, also shared insights from the meeting. She mentioned that key topics of discussion included climate change and youth employment.

Dr Kaijage praised Tanzania’s efforts in addressing climate change, stating that the initiatives led by President Samia Suluhu Hassan’s government serve as an excellent example for other CPA Africa Region member states.
“Our sixth phase government, under President Dr Samia Suluhu Hassan, has demonstrated effective leadership in dealing with climate change. This includes educating communities on how to mitigate and adapt to its impacts,” said Dr Kaijage.

She added that the meeting commended Tanzania’s proactive approach to climate change, highlighting the importance of early education for communities in addressing this global issue.

During the conference’s conclusion, over 20 resolutions were presented by the Chairperson of the Resolutions Committee, Ms Nontembeko Boyce, who is also the Speaker of the KwaZulu Natal Lower House in South Africa. These resolutions were approved by all delegates.

The resolutions included urging African governments to implement policy reforms that integrate climate change strategies into all levels of governance, encouraging community involvement through public awareness campaigns and promoting cross-border initiatives to tackle shared climate challenges such as desertification, droughts and floods.

Dodoma iendelee kuwa Makao Makuu ya Nchi na iendelee na ujenzi wa miundombinu ya Mji Mkuu.

Na mimi nawashauri wajenge Mwanza.

Dr Christopher Kalila Endorsed as Africa’s Candidate for Commonwealth Parliamentary Association Top Position​

The Commonwealth Parliamentary Association Africa Region (CPA-AR) on Saturday 5th October, 2024, voted unanimously to endorse and support the candidature of Dr Christopher Kalila, Zambian Parliamentarian, for the highest elective office of Chairperson of the Executive Committee of the CPA.

Hon. Dr. Kalila was endorsed during the Annual General Meeting (AGM) at the 53rd CPA-AR Conference held in Arusha, Tanzania, from 29th September to 6th October, 2024.

The final vote will be taken in November, 2024 in Sydney, Australia, during the 67th Commonwealth Parliamentary Conference (CPC). The other candidates for the position are the Speaker of the Barbados Parliament, Hon. Arthur Holder, and Dr. Zainab Gimba, MP, from Nigeria.

Zambia’s Delegation to the Conference was led by the First Deputy Speaker of the National Assembly, Hon. Malungo Chisangano, MP.

The Conference, which was held under the theme: “African Parliaments at the Forefront of Addressing Existential Global Challenges: Food Security, Climate Change and Youth Employment”, was officially opened by His Excellency Dr Philip Isdor Mpango, Vice-President of the United Republic of Tanzania.

In his opening remarks, His Excellency Dr Mpango stated that climate change was threatening food security in Africa, and urged Parliamentarians to advocate for enhanced public investment in agriculture and support sectors, especially for increased budgetary resources for supply and access to farming inputs, infrastructure and services.


Delegates to the Conference also affirmed that climate change continued to adversely impact the African continent, with many countries already experiencing severe and long-term droughts, crop failure and famine.

In this vein, Parliamentarians were reminded that they were duty-bound to ensure that member Governments and other stakeholders addressed the climate crisis through implementation of robust mitigation and adaptation measures, including adoption of green technologies.


In the same vein, the Parliamentarians agreed that the global challenges of food insecurity, climate crisis and youth unemployment required a multi-faceted approach involving government agencies, the private sector, civil society organisations (CSOs) and local communities.

During one of the Conference workshops under the topic, “Beyond Numbers; Re-Examining the Contribution of Women in Parliaments”, Parliamentarians noted that female representation at parliamentary level and key decision-making positions remained low for most African countries.

However, the parliamentarians recognised that the call should not only be about increasing the numbers but rather building a critical mass of women who can influence politics for the good of those they represent. A call was, therefore, made for African Parliaments to adopt legislative measures, including gender quotas, to ensure a minimum percentage of women candidates in elections.

The Parliament of Rwanda was commended for maintaining its top position of having the highest representation of women in Parliament, not only in Africa but globally.


The Conference also emphasised the need for African countries to reform their education policies to align with labour market needs, focusing not only on academic excellence but also on practical and digital skill acquisition. Parliamentarians were implored to lobby their respective Governments to increase funding for education programs that focus on entrepreneurship and innovation as pathways to self-employment and avail the youths with necessary capital to run their own businesses.


The CPA Africa Region is one of the nine regions of the Commonwealth Parliamentary Association and it comprises sixty three (63) National and Sub-National Branches, committed to the ideals of the African Union and the Commonwealth

53rd CPA Africa Regional Conference takes place in Tanzania​

From 30 September to 5 October 2024, Commonwealth Parliamentarians from across Africa met in Arusha, Tanzania to attend the 53rd Commonwealth Parliamentary Association (CPA) Africa Regional Conference on the theme of ‘African Parliaments at the forefront of addressing existential global challenges: food, insecurity, climate change and youth unemployment.’

The main programme included workshops examining the climate change preparedness of African countries, renewable energy, electoral system reform, how to tackle youth unemployment through the education system and the contribution of women in Parliaments.

Over 280 Parliamentarians and Parliamentary staff from across the Region were in attendance, including 10 Speakers of African National Assemblies.

In his opening address the Vice-President of Tanzania, Hon. Dr Philip Mpango, urged Legislators to take immediate action to address existential global problems:
“I would like to stress that addressing the global challenges of food insecurity, climate crisis, and youth unemployment requires collective action of all stakeholders. Importantly, it also requires sustained peace in Africa. In this regard, African Parliaments are uniquely positioned to spearhead this drive through effective legislation and oversight.
Let us seize the opportunity offered by this Conference to exchange best practices and countries’ experiences on tackling these global challenges more effectively, alongside greater resolve to end conflicts and silence the guns in Africa.”
He also said that African Parliamentarians are key to tackling global challenges including promoting human rights, democracy and the rule of law and added that Parliaments are one of the key strengths of democracies in the Commonwealth.

The Speaker of the National Assembly of Tanzania, Hon. Dr Tulia Ackson, who is also the President of the Inter-Parliamentary Union (IPU), welcomed delegates and said that the CPA is an important platform to promote gender equality, human rights and good governance. She also encouraged African Parliaments to work together for the empowerment of their citizens
