Planning and designing various distribution projects and coordinate dissemination of planning techniques to the regions so as to ensure quality and reliability of power supply.

Carry out survey measurements, collect and interpret data about areas of land, including information about boundaries, buildings natural and man-made features for the purpose of planning the implementation of power distribution works which include; project planning, network construction, effective maintenance of distribution networks, service line connections including customer base inventorying as well as minimizing both technical and non-technical energy losses as per standards set by the company.

4. POSITION: ENGINEER - TRANSMISSION (6 POSTS)

POSITION OBJECTIVE:
Responsible for maintenance of all high voltage transmission lines network (220 KV down to 66KV) way-leaves including towers and poles maintenance in order to maintain reliability and quality of power supply to dispatching centers and advice on safe, efficient, effective and economic solutions to improve maintenance of the line corridors of the National Grid transmission lines.

6. POSITION: LINESMAN - LIVE LINE (5 POSTS)
REPORTS TO: SUPERVISOR

POSITION OBJECTIVE:
Day to day transmission lines repair and maintenance to make sure the grid lines are intact to transmit power in the safest way, efficiently and no power interruptions to customers
.
DUTIES AND RESPONSIBILITIES:
a) To repair and maintain the transmission line towers
b) To construct the lines and string the conductors to the towers as per company guidelines.
c) To connect power to the grid substations and ensure the grid has constant power transmission
d) To attend the emergency incidents as directed by the foreman.
e) To maintain trace clearing and way leaves of the transmission lines
f) To make routine inspections and line patrols along the transmission lines and replace any defective or missing parts/hardware
g) To maintain transmission terminations to and from the sub stations to make sure power is transmitted without losses.

7. POSITION: ENGINEER - HEAVY CURRENT (1 POSTS)

POSITION OBJECTIVE
Planning and execution of all maintenance works of switchgear equipment’s in plants, grid and distribution substations.
DUTIES AND RESPONSIBILITIES.
a) Plan for maintenance schedules and oversee preparation of cost estimates and works orders and ensure maintenance to power systems equipment is performed in planned time by adhering working schedules.
b) Assist in planning, monitoring and controlling maintenance budget to ensure costs are maintained within approved limit.
c) Ensure proper inspection, testing of equipment and maintenance is carried out to recommended standards to ensure sustainable smooth operations of switchgears.
d) Respond promptly to emergence calls during emergence break downs to ensure such situations are contained within minimum time possible to minimize time outage.
e) Perform proper commissioning of new installations as per required standards to ensure proper systems operations.
f) Oversee observation of working safety rules to ensure accidents are avoided.
g) Keep maintenance records, equipment status updating and observe reporting system to ensure a good data base and communication system.

POSITION OBJECTIVE
Plan and develop systems and procedures to improve the transmission way leaves status and assist in the monitoring performance of the regional Maintenance team
DUTIES AND RESPONSIBILITIES
a) Inspect transmission Way Leaves to ensure they are maintained at optimal level.
b) Monitor funds and implement trace clearing of the transmission lines corridors to ensure transmission network targets are achieved.
c) Assist and advice other Business Units and expertise during implementation of other Company projects and activities.
d) Custodian of all transmission lines way leaves demarcations including installation of pillars and all necessary WARNING SIGNS and MARKS to make sure the way leaves for the entire grid network are well defined.
e) Ensure that all transmission lines way leaves are free from invaders and to operate exercise of removal of all encroachers.
f) Responsible in developing and implementing transmission lines maintenance schedules.
g) Assist in preparations of the departmental budget and responsible for applications of works orders in accordance with existing company regulations and constructions.
h) Ensure that regional teams have adequate working facilities/tools necessary for efficient performance of operational activities.
i) Analyse inspection reports and advise on the remedies and way forward on the findings.

11. POSITION: INSTRUCTOR - LIVE LINE (1 POST)

Ensure Transmission live line maintenance works are done under strictly adherence to live line safety procedures and train live line personnel.
DUTIES AND RESPONSIBILITIES
a) Establish live line training needs, preparation of budget, training scheduling and train live line personnel.
b) Prepare and update of live line training curriculum and materials.
c) Ensure safeguards are installed before undertaking any maintenance work in transmission live line.
d) Ensure pre job site meeting are conducted before commencement of any maintenance work.
e) Prepare and submit periodic live line transmission maintenance report for management decisions.

12. POSITION : TECHNICIAN - LIVELINE (1POST)
REPORTS TO: INSTRUCTOR LIVELINE
REPORTING OFFICE: WEST ZONE OFFICE (TABORA)
POSITION OBJECTIVE
Assist to Organize and supervise preventive Maintenance of Transmission lines infrastructure under hot/Live (energized at 66kV and above) lines conditions as directed by Live line heads.
DUTIES AND RESPONSIBILITIES
a) To supervise live line transmission lines maintenance teams of the respective regions
b) To plan and organize live line maintenance works so that reliability of the network is assured
c) Prepare monthly live line maintenance programs for the transmission lines falling under the respective regions
d) Prepare and submit periodic transmission live line maintenance work reports for Management decisions.
e) To supervise the inspections by live line technology for proper plan of live line works.
f) To attend all emergency alerts reported by the inspection team along the transmission lines
g) To supervise cleaning of live line tools and refinishing works to ensure all live line tools are safe as per required standards.

POSITION OBJECTIVE
Undertake Preventive Maintenance of Transmission lines infrastructure under hot/Live (energized at 66kV and above) lines conditions as directed by Live line Supervisor.
DUTIES AND RESPONSIBILITIES
a) Conduct maintenance of Transmission lines by ensuring that Disc Insulators, vibration dampers, amour rods, U-bolts, plates etc. are properly fixed in a position to the required standards.
b) Ensure Safety Gears are properly worn during live line works.
c) Refinishing of hot sticks as instructed by live line foreman.
d) Clean all hot sticks before use on hot lines. Enhance safety matters in the section to ensure safety to employees, customers and equipment.

14. POSITION: TECHNICIANS- TRANSMISSION (6 POSTS)

POSITION OBJECTIVE

f) Assist in the supervision of the rehabilitation of transmission lines including replacement of foundation and line parts

15. POSITION: LAND SURVEYOR (1 POST)
REPORTS TO: ZONAL PRINCIPAL ENGINEER DISTRIBUTION
REPORTING OFFICE: WEST ZONE OFFICE (TABORA)
POSITION OBJECTIVE
Plans, organizes, and directs work of one or more survey parties engaged in surveying earth's surface to determine precise location and measurements of points, elevations, lines, areas, and contours for construction, mapmaking, land division, titles, mining or other purposes.
DUTIES AND RESPONSIBILITIES
a) Carry out surveying and mapping studies for the company’s activities to make sure that projects planning, design, implementation and operations are executed adequately to meet Tanzanian and donors safeguard and legal requirements either independently or jointly with external consultants and in collaboration with other relevant company business units and government authorities.
b) Coordinates findings with work of engineering and other technical personnel, clients, and others concerned with project.
c) Follow up, review and comments on surveying and mapping studies carried out on behalf of the company by external consultants and ensure that they adequately conform to policies, laws guidelines and criteria set by the governmental authorities and donors supporting our projects.
d) Develops new data from photogrammetric, remote sensing records (aerial lidar survey, satellite)
e) Ensure Land surveying and mapping matters are timely and properly addressed to avoid tarnishing the company’s image.
f) Assist in developing, establishing and implementation of the Land management system i.e. policy, guidelines and programs of the Company’s undertakings in collaboration with the relevant business units in the company as well as the relevant Government Authorities.
g) Working closely with environmental officers and sociologist to all new projects in the Preparation of Resettlement Policy Frameworks (RPF) and Resettlement Action Plans (RAPs) as well as implementation of resettlement action plans
h) Ensure proper Land information management of the company infrastructures is established and maintained.
i) Responsible for the safe custody of company assets and records under the section and ensure their proper maintenance and use.
j) Assist in preparation of activities, action plan for the section and budget.
KEY KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED FOR THE JOB:
§ Degree in Land Surveying, Geomatics, Geoinformatics, or its equivalent;
§ Knowledge on Tanzanian Land Laws is a must
§ Training in surveying and mapping activities, Land and resettlement monitoring programmes and related training.
§ One year of experience in related field with some exposure to the engineering surveying related activities (i.e.Topographic, Hydrographic, engineering surveying sector industry is essential).
16. POSITION: SURVEY TECHNICIAN (1 POST)
REPORTS TO: LAND SURVEYOR
REPORTING OFFICE: WEST ZONE (TABORA)
POSITION OBJECTIVE
Provide technical surveying and mapping service in surveying measurements, data collection and analysis including management, maintenance and repair of surveying and plotting instruments.
DUTIES AND RESPONSIBILITIES:
a) Carry out surveying and mapping field work including data collection together with in situ checks of control points.
b) Interpret field results and present field work reports.
c) Take care and repair field equipment and tools.
d) Plan, organise, mobilization and supervise field work programs including demarcation works to ensure acquisition land and corridors for substation and transmission lines.
e) Prepare budgets for Surveying and mapping activities.
f) Assist the Land Surveyors in survey and mapping data collection, compilation and analysis using appropriate methods and standards.
g) Undertake special assignments in GIS and other modern tools in surveying and mapping analysis including digitising mapped company infrastructures.

17. POSITION: INTERNAL AUDITOR (1 POST)
REPORTS TO: PRINCIPAL INTERNAL AUDITOR
WORK STATION: HEAD OFFICE
POSITION OBJECTIVE
Performs professional general accounting auditing work. Work involves performing, financial, compliance and projects. The performance should be in line with IPPF Standards of Internal Auditing and other prevailing guidelines and laws.
DUTIES AND RESPONSIBILITIES
a) Performs audit procedures, reviewing and analyzing evidence, and proper documentation within business processes and procedures.
b) Conducts interviews, reviews documents, develops and administers surveys and prepares working papers.
c) Identifies, develops, and documents audit issues and recommendations using independent judgement concerning areas being reviewed.
d) Maintains productive business and staff relationships through individual contacts.
e) Performs related work as assigned by the Internal Audit Management.
KEY KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED FOR THE JOB
§ Accounting Bachelor’s degree from an accredited college or university, with a minimum of at least two years’ experience in internal or external auditing with good performance track record.
§ Professional certification such as ACCA or CPA is must
§ Registration with Other professional certification such as CIA is a plus
§ General knowledge on data analysis tools will be an added advantage.
§ Adequate knowledge of and applying internal auditing and accounting principles and practices.

18. POSITION: INTERNAL AUDITOR – INFORMATION SYSTEMS (1 POST)
REPORTS TO: PRINCIPAL INTERNAL AUDITOR INFORMATION SYSTEMS
WORK STATION : HEAD OFFICE
POSITION OBJECTIVE
Information Systems auditor is responsible for conducting information technology audits that are designed to add value and improve effectiveness of ICT risk management, controls and governance processes. He/she will also be responsible in providing key inputs to development of ICT annual audit plan.
DUTIES AND RESPONSIBILITIES
a) Working together with the financial and operational auditors in performing integrated audits and IS audit reviews.
b) Performing IS audits/internal control reviews of TANESCO information systems
c) Performing follow up-audit reviews to determine the extent to which audit recommendations have been implemented;
d) Providing guidance, training, and assistance to audit staff in using computerized audit techniques such as data analysis tools and audit management software
e) Staying current with technical changes in auditing, data processing, accounting, Utility policies, and Government regulations so that audits are conducted professionally
KEY KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED FOR THE JOB
§ Bachelor’s degree in Information Technology or Computer Science from accredited college or university.
§ Must be qualified as a Certified Information Systems Auditor (CISA)
§ Registration with Other professional certification such as CIA is a plus
§ Minimum of 1 year working experience in Information systems auditing.
§ Considerable skills in assessing the effectiveness of internal controls over key IT risks, identifying significant exposures, analysing transactions and other management information, and detecting changes in key risks and/or control effectiveness.

19. POSITION: INTERNAL AUDITOR -TECHNICAL INSPECTION – (1 POST)
REPORTS TO : PRINCIPAL INTERNAL AUDITOR- TECHNICAL INSPECTION
WORK STATION: HEAD OFFICE
POSITION OBJECTIVE
Conducting Technical Audits including and without limitation; Meter & billing audits, project management audit, Generation, Transmission and Distribution audit, performance & operations audit and inspection of construction materials. The work involves evaluation of controls, governance and risk management process on technical areas.
DUTIES AND RESPONSIBILITIES
a) Assessing the effectiveness and compliance to controls over metering; billing and revenue protection processes.
b) Verifying adherence to controls and procedures over operation and maintenance activities on generation, transmission and distribution systems
c) Assessing controls over project management process
d) Ensuring that, Service Lines, Repair and Maintenance; and networks expansion works are carried out in accordance to Engineering Instruction and Approved Technical Standards.
e) Assessing compliance to regulatory rules and regulations, including customer service charter, EWURA, PPA, NEMC, Health and Safety rules, etc.
f) Advising on technical education required on matters relating to metering and billing
g) Identifying technical and billing risks and providing key input to development of the annual audit plan
h) Performing audit procedures, including identifying and defining issues, developing criteria, reviewing documents and process, analyzing evidence, conducting interviews, prepares working papers and documenting audit work.
i) Drafting audit reports expressing opinions on the adequacy and effectiveness of controls, over processes under review and develop recommendations for possible improvement or remedial measures
j) Providing or assisting in providing training, coaching, and guidance to internal audit staff in conducting audits and other audit-related issues.

§ Holder of B.S.C (Electrical Engineering) from an accredited college or university.

20. POSITION: INTERNAL AUDITOR – MATERIALS MANAGEMENT (1 POST)

POSITION OBJECTIVE
Performs materials management auditing work which involves performing, financial, compliance, and materials management audit projects; and providing training and coaching to materials management auditors.
DUTIES AND RESPONSIBILITIES
a) Conducting risk assessment and recommending control measures on identified materials management control weaknesses.
b) Investigate the causes of pilferage losses, discrepancies on stocks.

Planning and designing various distribution projects and coordinate dissemination of planning techniques to the regions so as to ensure quality and reliability of power supply.

POSITION OBJECTIVE
To coordinate mapping of both the planned as well as the existing distribution network and any other relevant infrastructure of the company as may be required to enable effective maintenance of distribution networks, service line connections and customer base as a whole.
DUTIES AND RESPONSIBILITIES:
- To produce as built maps, drawings and monitor construction of distribution network in the region/districts to ensure compliance with the TANESCO.s standards.
- To use Geographical Information System (GIS) to analyze and interpret site features; use of Computer-Aided Design (CAD) and other Information Technology software to analyze the same to produce maps and charts.
- To collect coordinates for all distribution networks using Global Position system (GPS), digitizing, plotting the maps and distribute to the respective TANESCO regions.

Carry out survey measurements, collect and interpret data about areas of land, including information about boundaries, buildings natural and man-made features for the purpose of planning the implementation of power distribution works which include; project planning, network construction, effective maintenance of distribution networks, service line connections including customer base inventorying as well as minimizing both technical and non-technical energy losses as per standards set by the company.
DUTIES AND RESPONSIBILITIES:
- Conducting surveys, using GPS or conventional methods and extensively making use of geographical information system (GIS) to analyze and interpret site features; process the data by making use of Computer-Aided Design (CAD) and other Information Technology software.
- Responsible for both accuracy and completeness of survey or related work which are undertaken by yourself before the same is handled over to your supervisor

Responsible for maintenance of all high voltage transmission lines network (220 KV down to 66KV) way-leaves including towers and poles maintenance in order to maintain reliability and quality of power supply to dispatching centers and advice on safe, efficient, effective and economic solutions to improve maintenance of the line corridors of the National Grid transmission lines.
DUTIES AND RESPONSIBILITIES:
- Conduct regular inspection of Transmission lines to include inter alias, to ensure power reliability from effective maintenance plans.
- Carry out planned, emergency and preventive maintenance in all transmission networks.
- Prepare data base for transmission lines operations and maintenance requirements.

POSITION OBJECTIVE
Plans, organizes, and directs work of one or more survey parties engaged in surveying earth's surface to determine precise location and measurements of points, elevations, lines, areas, and contours for construction, mapmaking, land division, titles, mining or other purposes.
DUTIES AND RESPONSIBILITIES
a) Carry out surveying and mapping studies for the company’s activities to make sure that projects planning, design, implementation and operations are executed adequately to meet Tanzanian and donors safeguard and legal requirements either independently or jointly with external consultants and in collaboration with other relevant company business units and government authorities.
b) Coordinates findings with work of engineering and other technical personnel, clients, and others concerned with project.
c) Follow up, review and comments on surveying and mapping studies carried out on behalf of the company by external consultants and ensure that they adequately conform to policies, laws guidelines and criteria set by the governmental authorities and donors supporting our projects.
d) Develops new data from photogrammetric, remote sensing records (aerial lidar survey, satellite)

b) To prepare, process and maintain all records of collections and payments as per financial regulation and accounting instruction to ensure availability and accessibility of information;
c) To prepare cheques payment vouchers and petty cash payment vouchers, to write cheques and make all approved payments in accordance to the company’s accounting instructions;
d) To prepare weekly imprest statement band petty cash statement and submit for reimbursement for records keeping purpose and ease of making management decisions;

POSITION OBJECTIVE:
Responsible for Construction, Maintenance and Emergency works in the Region/District.
DUTIES AND RESPONSIBILITIES:
a) Constructs and maintain distribution lines network in accordance with the company procedures and standards
b) Excavates holes for poles erection to ensure they excavated according to the company standards and measurements.
c) Strings electrical conductors to distribution lines in a proper manner based on Engineering Instructions and Safety Rules.
d) Connects power to the customers timely and according to the Company Standards so as to ensure customers’ safety to their lives and properties from being endangered by power supplied.
e) Attending both reported and unreported temporarily breakdowns immediately without any delays so as to ensure customers have constant power supply.

POSITION OBJECTIVES
Driving company vehicles, and carry out other vehicles operation as instructed by procurement and transport officer in support of the company’s business operations.
DUTIES AND RESPONSIBILITIES:
a) To drive company vehicles to support various business operations of the region.
b) Maintains accurate, up-to-date records on trip sheets, transportation forms, vehicle maintenance, incident reports, accident reports, vehicle condition reports and other records for proper management of vehicle and management decision;
c) To operate assigned vehicle in a safe and courteous manner observing all traffic regulations to avoid accidents and loss to the company;
d) To maintain high standard of service to both internal and external Customers;
e) To perform minor maintenance works on assigned vehicles to ensure the vehicle is in good condition all the time to support business operations in the region;
f) To maintain fuel consumption of the assigned vehicle and reports all abnormalities to the relevant supervisors;

Responsible for receiving, issuing and recording materials in the regional store to ensure store balance is maintained all the time.
DUTIES AND RESPONSIBILITIES:
a) To receive materials from Suppliers to ensure there is conformity to specifications, quality and quantity correspond to given specification and storing the same in a safe place;
b) To issue materials by insuring the quantity and material issued corresponds with the approved store issuing voucher;
c) To post issue vouchers to ensure stock balance corresponds with received/issued items at all times;
d) To update stores transactions in appropriate business systems to ensure correct data management and control to facilitate business decisions;
e) To carry-out Local Purchase Order to ensure that items purchased satisfy business needs and the company achieve value of money.

POSITION OBJECTIVE
Responsible for the execution of all electrical maintenance works / activities in the Power Plant, with objective of ensuring smooth operational of power generating equipment.
DUTIES AND RESPONSIBILITIES
a) Execute proper preventive maintenance of electrical equipment in a planned time to ensure emergence break downs are avoided.
b) Respond promptly to emergence calls during emergence break downs to ensure restoration of fault equipment within minimum time possible.
c) Observe safety regulations and working procedures to ensure no accidents to people and equipment.
d) Keep maintenance records, equipment status updating and submit work reports after repairs or preventive maintenances.
e) Identify all faults/defects of the equipment and carry out repairs to ensure continuity of power generation is maintained.
f) Carry out Installation and testing of electrical equipment to ensure smooth and efficient operation of the plant.
KEY KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED FOR THE JOB
§ Holder of Ordinary Diploma in Electrical Engineering or Full Technician Certificate from a recognized Institution
