About GIZ

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned enterprise supporting the German Government's international cooperation objectives for sustainable development. In Tanzania and across the East African region, GIZ collaborates with the Government of Tanzania and the EAC to implement development goals.

GIZ is seeking a Digital Public Infrastructure (DPI) Advisor to support the EAC Secretariat and its eight partner states in facilitating the development and implementation of cross-border DPI, contributing to the establishment of a single digital market in East Africa.


Responsibilities and Tasks

1. Assessments and Policy Dialogues:

  • Facilitate assessments of digital public infrastructure requirements across the EAC partner states and at the regional level, in collaboration with leading think tanks.
  • Publish assessment reports and present findings at regional and global events, such as Transform Africa Summit and European Development Days.
  • Facilitate technical exchanges through regional Communities of Practice and organize biannual DPI Digital Leaders Forum meetings, as well as an annual high-level DPI dialogue.

2. Capacity Building:

  • Develop a tailor-made playbook to train government and private sector officials on DPI, aligned with the EAC Digital Transformation Strategy.
  • Collaborate with regional and international partners to develop digital learning curricula and accreditation programs for DPI on platforms like the GIZ e-Learning Platform and Smart Africa Digital Academy.
  • Conduct in-person training sessions for high-level officials on DPI.

3. Partnership Development and Engagement:

  • Foster partnerships between public and private sector stakeholders within EAC partner states on DPI initiatives.
  • Develop bankable DPI projects in collaboration with partners, including the European Union and World Bank.
  • Strengthen alliances between the regional digital ecosystem, EAC, and global networks such as GovStack, DPGA, and Co-Develop.
  • Serve as a liaison between GIZ, the EAC Secretariat, development partners, and other stakeholders from the private sector and civil society.

Required Qualifications and Competencies

Education:

  • Master’s degree in Public Policy, Business Informatics, ICT, or a related field.

Experience:

  • Minimum of 5 years of experience in implementing DPI projects in East Africa.
  • Proven expertise in managing regional projects, particularly with the EAC Secretariat.
  • Demonstrated ability to collaborate with stakeholders from public and private sectors.
  • Experience managing multi-country projects.

Technical Skills:

  • In-depth knowledge of digital public infrastructure, including digital public goods and the scaling of nationwide foundational and sector-specific applications.
  • Familiarity with regional policy-making processes and experience advising on DPI policy frameworks.
  • Proficiency in project management, including planning, implementation, and monitoring.
  • Experience advising senior decision-makers in East Africa and facilitating networks with development partners and donors.
  • Understanding of the planning cycles for Development Finance Institutions is an added advantage.

Soft Skills:

  • Excellent communication and interpersonal skills to engage diverse stakeholders.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and within a multicultural team.

Language Skills:

  • Proficiency in English (written and spoken).
  • Knowledge of Kiswahili or French is an added advantage.

Additional Requirements:

  • Familiarity with the EAC and its regional integration efforts.
  • Ability to work effectively within a geographically dispersed team across different time zones.
  • Willingness to travel across East Africa and internationally, including to high-risk countries.
  • Experience working with international organizations or development cooperation projects.
