About the GIZ East Africa Alliance for Digital Skills, AI Research, and Innovation

This regional initiative fosters digital transformation across the eight EAC partner states. Key focus areas include:

  • Strengthening public-private collaboration in AI research and education.
  • Establishing regional AI policies and education benchmarks aligned with industry needs.
  • Promoting cross-border mobility, internships, and online learning.
  • Supporting AI-driven startups and scaling innovative solutions.
The initiative is a partnership between the German Government and the EAC, implemented by GIZ in collaboration with:

  • EAC Secretariat
  • Inter-University Council for East Africa (IUCEA)
  • East African Science and Technology Commission (EASTECO)
Together, these partners aim to enhance youth education, boost employment, and position East Africa as a leader in digital innovation.


Responsibilities and Tasks

The Advisor for Artificial Intelligence will:

  • Provide technical advice on AI policy formulation and implementation across EAC member states.
  • Support the development of a regional AI policy framework with EAC Secretariat, IUCEA, and EASTECO.
  • Engage stakeholders to integrate AI governance principles, ethics, and best practices into policies.
  • Develop and implement AI training programs for higher education institutions and private sector partners.
  • Facilitate capacity-building workshops on AI governance, ethics, and research.
  • Lead the establishment of a regional AI research network in collaboration with academia, industry, and civil society.
  • Organize AI research challenges to address regional issues.
  • Strengthen public-private partnerships to promote AI research, education, and innovation.
  • Support the development of regional PPP models to foster AI startups and student projects.
  • Serve as a liaison between GIZ, EAC Secretariat, IUCEA, EASTECO, and other stakeholders.

Required Qualifications and Competencies

  • Master’s degree in Artificial Intelligence, Computer Science, Data Science, or related fields (PhD is an advantage).
  • At least 5 years of relevant experience in AI research, policy development, or education, preferably in a regional or international context.
  • Proven experience in public-private partnerships, stakeholder engagement, and capacity-building initiatives.
  • Strong expertise in AI technologies and their ethical implications.
  • Knowledge of regional policy-making processes and experience in policy advisory.
  • Proficiency in project management, including planning, implementation, and monitoring.
  • Excellent communication and interpersonal skills to engage diverse stakeholders.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and in a multicultural team.
  • Proficiency in English (written and spoken); knowledge of French or Kiswahili is an advantage.

Additional Requirements

  • Familiarity with the East African Community (EAC) and its regional integration efforts.
  • Experience working with international organizations or development cooperation projects.
  • Willingness to travel across East Africa and internationally as required.
