PROJECT OVERVIEW:

On January 19, 2023, USAID/Tanzania awarded IBI a contract for the Tanzania Monitoring, Evaluation, Learning and Adaptation (USAID T-MELA) Activity. T-MELA is a four-year contract aimed at assisting the USAID/Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning. This activity will also provide data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams. T-MELA has four components: i) Performance monitoring ii) Assessments and Evaluations iii) Collaborating, Learning and Adapting and iv) Capacity building for local M&E Organizations.

POSITION:
USAID T-MELA is seeking a Senior Data Visualization/Remapping Expert. The ideal candidate should possess a master’s degree in Geospatial Science, Information Technology, Data Science, Statistics, or a related field. PhD in Geospatial related field and Editorial expertise is an added advantage. Tanzanian nationals are preferred.

RESPONSIBILITIES/PRODUCTS:

  1. Develop visually stunning and informative data visualization templates per type of geomapping (such as pin, health territory, radius mapping) and development sector (such as health, education, economic growth, climate change, natural resource, and D&G), including charts, graphs, maps, and interactive dashboards, using industry-standard tools such as ArcGIS Pro, Tableau, Power BI, or D3.js. This includes developing the narrative that accompanies common geo maps generated for USAID and its partners.
  2. Conduct product editing and gather feedback to iterate and improve data visualization products.
  3. Collaborate with interdisciplinary teams to understand data requirements and objectives for visualization projects.
  4. Design intuitive user interfaces and navigation flows for interactive dashboards, considering user needs and best practices in data visualization.
  5. Translate complex data analysis results into easily understandable visual stories for nontechnical stakeholders.
  6. Mentor TMELA team members and guide best practices in data visualization, geomapping, and dashboard design.
  7. Work closely with the GIS Specialist to optimize data pipelines for efficient data retrieval and visualization.
  8. Collaborate with the TMELA Team to establish working relationships with agencies to gain access to national database information such as the NBS required to complete visualization projects.
  9. Present findings and recommendations to component lead/senior management and key stakeholders, effectively communicating insights derived from data visualizations.
  10. Participate in TMELA Data Visualization capacity-building activities for USAID staff and their partners.
MINIMUM QUALIFICATIONS:
  1. Master’s degree in Geospatial Science, Information Technology, Data Science, Statistics, or a related field. PhD in Geospatial and Editorial expertise is an added advantage.
  2. Proven experience (15+ years) in data visualization, geo-mapping, dashboard design, and data analysis, preferably in a senior or lead role.
  3. Experience in Tanzania development including USAID, World Bank, United Nations, other donor agencies, INGO a strong plus
  4. Proficiency in data visualization tools such as ArcGIS Pro, Tableau, Power BI, or D3.js, with a strong portfolio showcasing previous visualization projects.
  5. Solid understanding of data analysis techniques and statistical methods.
  6. Experience working with large datasets and databases (SQL, NoSQL).
  7. Experience working with humanitarian assistance databases such as the Tanzania

National Bureau of Statistics, USAID DevResults, Tanzania Demographic Health Survey
  1. Strong design sense and familiarity with UX/UI principles, with the ability to create visually appealing and user-friendly interfaces.
  2. Excellent communication and presentation skills, with the ability to explain complex concepts to both technical and non-technical audiences verbally and in written form.
  3. Ability to work effectively in a fast-paced, collaborative environment, managing multiple projects simultaneously.
  4. Experience in mentoring or leading a team.

SUPERVISION:

This position will be technically supervised by the Task Lead and Chief of Party (COP)

LOCATION: Remote, occasional work in the Dar Es Salaam TMELA office
