Vyuo vyetu vimetangaza masomo ya umahiri kwa 2020/2021 na sifa zinazotakiwa ni hizo hapo chini. Njia moja ya kupata degree hizi ni by research na vigezo vyake nimeviwekea rangi. Utaona ya kuwa wenye vigezo ni wanafunzi wenye ufaulu mzuri wa kuanzia GPA ya 3.5 au wenye experience kubwa upande wa utafiti.

Sasa cha ajabu toka serikali ime introduce mfumo wa Lawson kwa watumishi wake wahitimu wa degree hizi wamekumbwa na masaibu ya degree zo kuto kutambuliwa kwani huwa wanadaiwa GPA na degree hizi kawaida yake hawatoi GPA.

Matokeo yake ajira za waliokwenda kusoma na kuhitimu degree hizi zina utata. Vyuo kwa ujumla ama haviwapandishi vyeo au mshahara na ambao hawana ajira imekuwa vigumu kuwa ajiri hata kama wana publications (machapisho) ya kutosha.

Sasa kama hili halijatatuliwa kuna umuhimu gani wa kutangaza kitu ambacho matokeo yake ni utata tena kwa wanafunzi ambao wako vizuri kichwani. Na bahati mbaya waombaji wengi wa degree hizi kama hawafahamu matatizo haya wanakuja kukumbana nayo baada ya kumaliza.

Nishauri vyuo (Kamati ya ma VC Tanzania), utumishi, na TCU walimalize hili mara moja na kulitolea tamko. Options ni kukubali kuwa

1. Degree hizi hazina GPA na ufaulu tu unatosha, au
2. Ufaulu na papers say moja au mbili, au
3. TCU waagize zipewe GPA (Concept note, Proposal, thesis ,na defence),vinginevyo wazifute.
4. Mchanganyiko wa 2 na 3.

Wahitimu wa degree hizi watasaidia sana kwenye research organisation na vyuo vikuu.

2. Master’s Degree
(i) The entry qualification for a master’s programme by coursework and dissertation requires a person to have at least a Lower Second Class degree (GPA of 2.7) or its equivalent from a recognized institution of higher learning. Only candidates with GPA of 3.5 or above in their first degrees are considered for Masters by thesis.

Master Degree by Research and Thesis

  1. A candidate shall either hold an undergraduate degree with GPA of at least 3.5 of SUA or a qualification from an approved institution of higher learning with a GPA of 3.5. OR
  2. Undergraduate GPA of at least 2.7 and research experience of at least three years. An applicant will be considered to have acquired research experience when he/she has published at least one paper in SUA recognized journals or one paper in conference proceedings or has attended training on grant proposal writing or research methodology or data analysis.

Master Dergree

Minimum Qualifications for a Master's Degree
i. For admission to the Master's Degree of the Open University of Tanzania a candidate shall either hold an honours degree of the Open University of Tanzania or a qualification from an approved institution of higher learning, deemed to be equivalent to an honours degree of the Open University of Tanzania.

iii. Candidates for Masters Degree by thesis should in addition to the above have extensive or rich experience in research in the area of study.
 
PhD vyuo vingi duniani haina coursework, ina maana ukihitimu PhD huko serikalini hutambuliwi kwa kuwa haina GPA, waache manjonjo.
 
Nadhani anaongea zaidi kweny master's. Sijaona point anapozungumzia PhD.

Mkuu ameongelea Masters. Tatizo mifumo mingi ya serikali ni reactive na bureaucratic. Ila nadhani wataalumu wa miundo hawakulibaini hili tangu mwanzo.

Infact masters with course work ni km ku-re-sit. Masomo mengi ni sawa na undergraduate labda itokee mwanafunzi hana background ya Kozi anayosomea e.g LL.B kusoma Masters ya HRM, kitu ambacho binafsi nakipinga.

Medical ndiyo wenye Masters zinazoeleweka, fani zingine hakuna ubobevu.

Tatizo la serikali kuongezea ama kupandisha watu madaraja kisa tu wamesoma masters degree ni ujuha wa kiwango kisichoelezeka.

Yaani by virtual tu ya mtu kusoma masters degree basi anatakiwa apandishwe daraja.

Ndio maana serikalini hakuna ubunifu, watu wanatafta mavyeti tu huku kichwani hawana kitu kabisa.

Wakati ulimwengu unahamia kwenye skills bado Tanzania tunang'ang'ania mavyeti.

Sasa Marekani kuajiriwa serikalini sio lazima uwe umesoma chuo wala kupata college degree, wanachoangalia ni ujuzi tu bila kujali umeupata wapi.

Tanzania hata udereva tunataka mtu awe na cheti. Cheti ndio kinaendesha gari?

Nadhani hamjamuelewa Nyumisi. Hoja ni kwamba iwapo PhD nyingi sio by coursework, ikimaanisha kwamba hazina GPA, je hiyo inaamanisha kwamba wenye PhD nao mfumo hauwatambui kisa tu PhD zao hazina GPA?

Mi nadhani tatizo hapa ni ushamba tu. Kwanza nadhani hizi masters by research (Masters of Philosophy-MPhil.) zilianzishwa bila kuwepo maandalizi ya kutosha kuwaelimisha wadau. Lakini pia wadau hata hawajisumbui kujielemisha. Ndipo unakuta afisa utumishi anamwambia mtu aliyesoma labda Bsc Zoology kisha MPhil. kwamba amesoma kitu tofauti, akimaanisha (akidhani) hiyo Philosophy hapo inasimama kama fani mahsusi (falsafa)wakati inaamanisha tu aina ya degree (by research/thesis). Yaani ni kama kusema wote wenye PhD (Doctor of Philosophy) 'wamesoma' falsafa (Philosophy). Kama sio ushamba ni nini?

Kama hakuna tofauti kati ya masters na undergraduate basi hapo kuna makosa ya kiufundi. Coursework ya masters inatakiwa kuwa deep zaidi na research component iwe either more intensive or more extensive.

Tatizo sio kung'ang'ania vyeti bali vyeti tunavipataje. Cheti kinatolewa baada ya mwanafunzi kutimiza marshariti ya degree kwa mfano ikiwa ni pamoja na coursework na mazoezi na field. Tatizo letu linakuja pale tunapo tafuta njia za mkato na ukifanya hivyo ina maana cheti chako hakiakisi kile unachotakiwa kujua. Kwa mfano kwa ajili ya ukata na sababu nyingine practical sessions zinakatwa lakini cheti ni kile kile. Hapo kuna tatizo.
Huko america unapo kusemea inategemea unaongelea fani gani, kuna fani bila masters na chache kama psychology bila PhD wanakuona bado. Nyingi wanataka degree ya kwanza na zipo pia ambazo degree sio lazima. Na bado kama ni degree inayotakiwa lazima uwe na cheti halafu ndiyo muongee mambo mengine.

Mkuu ahsante, pointi yako ya ushamba ina ukweli ndani yake tatizo ni ushamba unao umiza watu na systems zetu haziko flexible, hii issue ni ya muda sasa lakini sijui tatizo litatatuliwa lini.

Kuhusu uanzishaji wa degree hizi za masters by research ukweli ni za zamani sana kuanzia chuo cha UDSM na sitashangaa (sinahakika) kama zilianza kabla ya degree za coursework and research kwani ukiwa na supervisor tu mwanafunzi anafanya. Zilianzia UDSM zikaja SUA na OUT baadae. System ya Lawson imezikuta na kuleta haya masaibu.

Nafikiri kuna kauwoga fulani kwa wakubwa kuwaambia utumishi kuna tatizo ambalo linahitaji kushughulikiwa. Naamini ma VC na TCU wakilisimamia hili litakwisha. Inaumiza sana kuona vijana wenye uwezo wao wakikatishwa tamaa na mifumo hii.
 
Kuna umuhimu kabla ya vyuo kutengeneza mitaala, waangalie matakwa ya soko, maoni ya waajiri na miundo ya utumishi. Aidha wakati wa kutengeneza Miundo na majukumu au mahitaji ya kazi, waajiri wawasiliane na taasisi za elimu

Lakini pia tuelewe, ni miundo gani mahususi isiyotambua Masters by thesis au ni dhana tu imejengeka kwa baadhi ya waajiri maana serikali haina muundo mmoja.

Pili tupate uelewe kuwa si miundo yote ina sharti la Masters ili kupanda Daraja. Masters ina-count kwa baadhi ya miundo na baadhi ya taasisi kupanda Daraja kutoka kutoka Afisa Mwandamizi kwenda Afisa Mkuu na kuendelea. Kwa baadhi ya taasisi na Miundo hakuna hiyo condition.

Mtumishi hapandishwi Daraja kwa sababu tuu kapata Masters au Doctoral Degree. Hili nalo tunapaswa kulijua.

Ingawaje elimu yetu bado ni duni na wahitimu wengi tuna ujuzi mdogo kulinganisha na level ya vyeti tunavyomiliki, bado hatupaswi kupuuza suala la elimu km moja ya vigezo ktk kuajiriwa na kupanda madaraja kwa baadhi ya nafasi.

The easiest way to get good candidates ni kutumia vyeti, njia zingine zitakuwa na vurugu na ukiukwaji mkubwa. Tukisema watu waajiriwe kwa kutumia ujuzi na si vyeti, hiyo itakuwa balaa hasa kuthibitisha ujuzi wa yule tunayemtaka na tutaua kabisa thamani ya elimu.
